An antenna tuner doesn’t change the antenna itself so much as changes its impedance to match the transmission line source, for example changing the impedance from 50 ohm to 55. At these frequencies, the transmission line is actually functioning as an impedance transformer, transforming an infinite impedance into zero impedance, or vice versa. When load impedance is equal to the characteristic impedance of the wave, there is no reflection on the transmission line.
